Board of Trustee Minutes 03/17/2014

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, March 17, 2014 at 6:30 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Dan Ayres, Chris Maney

The meeting started with the Pledge of Allegiance at 6:30 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Motion was made by Trustee Fitch to approve the minutes of the February 24, 2014 regular meeting and the March 10, 2014 budget meeting. Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Fitch to approve the abstract dated March 17, 2014 in the amount of $$155,247.91.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Krzyston to accept the Police Report for February, 2014, the HUD Report for February, 2014, the Code Enforcement Officer’s Report for February 24 – March 14, 2014, the Treasurer’s Report for February, 2014 and the DPW Superintendent’s Report dated February 11, 2014.  Motion was seconded by Trustee Ayres and passed unanimously.

Amy Beveridge was present to promote the “Complete Streets” program.  She asked the Board to consider adopting a resolution that would put a policy into place that would require the village to consistently consider the transportation needs of everyone including children, older adults and people with disabilities, whether pedestrians or bicyclists, when constructing sidewalks, roads, etc.  The Board will review sample resolutions and consider adopting one for the Village.

Jen Greene and Rodger Hall were present to ask the Village Board for a contribution towards proposed summer youth Program “Catskill Kettlebells Kids Got Grit”, in order to make the six week program available free of charge.  Motion was made by Trustee Ayres to fund the Catskill Kettlebells Kids Got Grit program with $620.00, to come from the Joint Activities Fund.  Motion was seconded by Trustee Fitch and passed unanimously.

Bill Brown from Delaware Engineering gave the Board an update on plans to relocate utilities near the pool site driveway, including replacing a manhole, piping and a fire hydrant.  The total estimated cost of the utility relocation is approximately $36,400.00, plus the previously approved contract with Delaware Engineering of $4,000.  Bill Brown estimates the submission could be to the Board of Health by the end of next week.

The Board reviewed lists of goals and objectives submitted by each department head.

Motion was made by Trustee Maney to set the tentative budget and schedule a public hearing for the budget for April 7, 2014 at 7:00 p.m.  Motion was seconded by Trustee Fitch and passed unanimously.

Amy Engles was present to ask the Board when they would be considering the map change that was discussed a few months ago.  Mayor Maxey will be contacting Nicole Franzese of Delaware County Planning to attend April’s meeting.

Motion was made by Trustee Fitch to hire Nicolas Losurdo as a crossing guard at a rate of $12 per hour.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Fitch to engage the Village Attorney for services related to the Teamsters’ Contract.  Motion was seconded by Trustee Ayres and passed unanimously.
