Board of Trustee Minutes 10/17/2011

 

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, October 17, 2011 at 6:30 p.m. in the Village Hall Boardroom. 

Present:               Mayor                   Richard Maxey
                           Trustees               Greg Krzyston, Christopher Maney, Jeremy Fitch, Gerry Pilgrim
                           Chief Michael Mills
                           DPW Superintendent Dave Curley 

Meeting began with the Pledge of Allegiance at 6:30 p.m. 

Chief Mills and James Small proposed that the Board allow them to work towards getting NYS Accreditation for the Village of Delhi Police Department.  The estimated cost for the accreditation process would be $10,000. 

Motion was made by Trustee Krzyston to approve the minutes of the regular meeting of September 19, 2011.  Motion was seconded by Trustee Fitch and passed unanimously. 

Motion was made by Trustee Fitch to approve the abstracted dated October 17, 2011 plus a voucher for $113.77 to Atom Little and $574.30 to Jeff Scanlan.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Motion was made by Trustee Krzyston to approve the Bingo Inspection Report for the American Legion for September, 2011, the Police Report for September, 2011, the Code Enforcement Officer's Report for 9/15 – 10/13/2011, the HUD Report for September, 2011, the DPW Report given by Dave Curley and the Treasurer's Reports for June and July, 2011.  Motion was seconded by Trustee Maney and passed unanimously. 

Motion was made by Trustee Krzyston to approve a Resolution to Ratify the Village's Entry into a Contract with Direct Energy for Electricity Supply.  Motion was seconded by Trustee Pilgrim and passed unanimously.  Resolution is as follows: 

                WHEREAS, the Village has previously been supplied electricity by Integrys Energy, but had not entered into any contract with this supplier. 

                WHEREAS, the Village learned that it will save $19,454 over the next two years by changing their electricity supplier to Direct Energy;

                WHEREAS, the members of the Board of Trustees of the Village of Delhi were consulted regarding changing the Village's electricity supplier from Integrys Energy to Direct Energy at a Board 
                 meeting on ________________ and approve such a change; 

                WHEREAS, a contract with Direct Energy providing that they will supply the Village with electricity for the period __________ to _______________ on ____________;

                NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Delhi hereby formally ratifies the Village's entry into a contract for the supply of electricity with Direct      Energy for the period ________________ to _________________. 

The Board discussed an invoice from Verona Oil in the amount of $826.20 for the sidewalk they installed in front of their new store on Kingston Street.  The Board denied their request for payment, referencing Village Law 250-15. 

Trustee Pilgrim reports that the Joint Comprehensive Plan is in it's final phases.  The JCP Committee is planning to have a joint public hearing on January 9, 2012. 

Motion was made by Trustee Krzyston to chance the fee for a tax search from $10.00 to $25.00.  Motion was seconded by Trustee Fitch and passed unanimously. 

Motion was made by Trustee Krzyston to enter executive session to discuss the employment history of a particular person.  Motion was seconded by Trustee Fitch and passed unanimously. - at 8:19 p.m. 

Motion was made by Trustee Maney to exit executive session.  Motion was seconded by Trustee Krzyston and passed unanimously. 

Open session resumed at 9:35 p.m.               

Meeting adjourned at 9:50 p.m.
