Board of Trustee Minutes 03/10/2014

A meeting of the Board of Trustees of the Village of Delhi was held on Wednesday, March 10, 2014 at 6:00 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Dan Ayres, Chris Maney

The meeting started at 6:00 p.m. with the Pledge of Allegiance.

Discussed the General Fund.  Preliminary budget has a zero percent tax levy increase. Board agreed to go with the original road plan as presented by DPW Superintendent, using budgeted amount plus any leftover monies from the current budget.  Although, according to the preliminary budget, there will be a zero percent tax levy change, residents will see an increase in their tax bill due to the village losing more than $300,000 in assessments.

Discussed the Water Fund.  Preliminary budget shows no rate increase, and no capital charge increase.  There was no money budgeted for well repair, Mayor states DPW Superintendent is still looking into this.  Agreed to continue current capital charge until we are closed with USDA and a permanent debt schedule is established.

7:00:    Public hearing opened regarding revised law “Fraternities and Sororities”.

Motion was made by Trustee Fitch to open the public hearing.  Motion was seconded by Trustee Maney and passed unanimously.  Daniel Horton was present to speak against the proposed revised law.  He said it was unnecessary and believes that it is infringing upon the rights of the homeowners.

Motion was made by Trustee Ayres to close the public hearing.  Motion was seconded by Trustee Krzyston and passed unanimously.  Public hearing closed at 7:11 p.m.

Discussed the Sewer Fund.  Rates will remain the same.  Need to consult with attorneys to create and fund reserves for the collections system and WWTP.

Discussed Joint Activities Fund.  Some changes have been made from last year, including the donation of $5,500 from DNB towards fireworks.  Trustee Maney stated that we are scheduled for 7/4/14 fireworks this year (with a 7/11/14 rain date).

Motion was made by Trustee Fitch to hire John Bagley as an afternoon crossing guard at a rate of $12.00 per hour.  Motion was seconded by Trustee Maney and passed unanimously.

Motion was made by Trustee Krzyston to adopt the revised Fraternities and Sororities Law.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Maney to have the Village sponsor the St. Patrick’s Day parade on 3/22/14 for NYSDOT permit purposes, with the parade being managed by the Chamber of Commerce, and the Chamber will list the Village on their policy.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to adjourn. Motion was seconded by Trustee Ayres and passed unanimously.
