Board of Trustee Minutes 08/19/02013

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, August 19, 2013 at 6:30 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Chris Maney, Dan Ayres

The meeting started with the Pledge of Allegiance at 6:30 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Meeting opened with the Pledge of Allegiance at 6:30 p.m.

Motion was made by Trustee Ayres to enter into executive session to discuss pending litigation at 6:30 p.m.  Motion was seconded by Trustee Krzyston and passed unanimously.  Antha Robbins, ZBA Chairperson, was invited to stay in executive session.

Motion was made by Trustee Maney to exit executive session.  Motion was seconded by Trustee Ayres and passed unanimously.

Open session resumed at 6:47 pm.

Privilege of the floor was granted to Peg Baldwin, representing the holiday decoration committee.

After a brief recommendation by Police Chief Michael Mills, a motion was made by Trustee Fitch to hire Brian Davis as a Full Time police officer effective  August 30, 2013 as a replacement for an injured officer currently out on 207-c.  Motion was seconded by Trustee Krzyston and passed unanimously.

Bill Brown of Delaware Engineering was present to give an update on the status of the new well exploration.  After some discussion, a motion was made by Trustee Fitch authorizing the Clerk to issue a purchase order to Aquifer Drilling & Testing, Inc. for drilling services as described in their quote of 8/7/2013.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Maney authorizing the Mayor to sign Alpha Geoscience proposal dated 8/19/13 for onsite test well monitoring at a cost of $16,630.  Motion was seconded by Trustee Ayres and passed unanimously.

Bill Brown gave a report on the flow test at Andes Road.  The pressure out of the hydrant as tested by Vellano gave only 138 gallons per minutes.  The hydrant should have about 400 gpm.  The Board stated that this is now a public safety issue and asked Bill Brown to come back to the Board with some cost estimates to replace that water main.

Motion was made by Trustee Fitch to accept the minutes of the regular meeting of July 15, 2013, and special meetings of July 17, 2013 and August 7, 2013.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to approve the Abstract dated August 19, 2013 in the amount of $82,875.29.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to accept the following reports:  Police Report for July, 2013, Code Enforcement Officer’s Report for 7/11 – 8/15/2013, DPW Superintendent’s Report dated August 13, 2013, HUD Report for July, 2013, Delhi Little League Program 2013 Year End Report and Delhi Summer Tennis Report.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Krzyston stating that the Village Board agrees with the appraisal amounts from NYS Department of Transportation for three properties relating to the Transportation Enhancement Project.  Motion was seconded by Trustee Ayres and passed unanimously.  Appraisal amounts are as follows:

1. Legion                     $6,050.00

2. Dickman Trust         $2,225.00

3. Trailer Park             $   325.00

Motion was made by Trustee Ayres to extend the timeline for completion of the TEP project to October, 2014 and to have one inspector per NYSDOT’s request.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to add the Deputy Clerk/Treasurer to the Public Officials Policy at a price of $110 for a limit of $500,000.  Motion was seconded by Trustee Maney and passed unanimously.

The Mayor is going to arrange a meeting with supervisory personnel to discuss employee evaluations.

A letter from John Dacey regarding the Village noise code was referred to committee.

Motion was made by Trustee Ayres to send the surplus Crown Victoria police car for scrap.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Maney to allow Area Sewer Disposal to dump septic waste at the wastewater treatment plant at a price of $.05 per gallon.  Motion was seconded by Trustee Fitch and passed unanimously.

Mayor reminds everyone that Rental Properties must be inspected before occupancy, otherwise owners will be in violation of LL #228-3A.

Motion was made by Trustee Fitch to adjourn.  Motion was seconded by Trustee Ayres and passed unanimously.
