Board of Trustee Minutes 07/15/02013

A regular meeting of the Board of Trustees of the Village of Delhi was held on Monday, July 15, 2013 at 6:30 p.m. in the Village Hall Boardroom.

Present:           Mayor             Richard Maxey

Trustees          Gregory Krzyston, Jeremy Fitch, Chris Maney, Dan Ayres

The meeting started with the Pledge of Allegiance at 6:30 p.m.

*all unanimous votes are unanimous WITHOUT the Mayor voting, unless otherwise noted.

Motion was made by Trustee Fitch to approve the minutes of the regular meeting of June 17, 2013 and the special meeting of July 3, 2013.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to approve the abstract dated July 15, 2013 in the total amount of $193847.54 plus an additional voucher for Jeff Scanlon for lawn mowing (for those in violation of village code) in the amount of $270.00.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to accept the Bingo Inspection Report from 7/3/13, the Police Report for June, 2013, the Code Enforcement Officer’s Report for 6/13-7/11/2013 and the DPW Superintendent’s Report dated 7/12/2013.  Motion was seconded by Trustee Maney and passed unanimously.

Mary Beth Silano from the Delaware County Chamber was present to give an update on the boat launch project.  Delhi will be getting a boat launch at Hoyt Park, which is one of four boat launches in Delaware County.  There will be no cost to the Village of Delhi other than lawn maintenance, etc. at the site.

Bill Brown of Delaware Engineering and Nicole Franzese from Delaware County Planning were both present to discuss further well development/exploration.

Motion was made by Trustee Fitch to continue well exploration/development with testing at the Clark site as an alternative village well.  Motion was seconded by Trustee Ayres and passed with Mayor Maxey and Trustees Fitch and Ayres voting yes, Trustee Krzyston voting no and Trustee Maney abstaining.

Motion was made by Trustee Fitch to authorize the Mayor to sign the proposal from Alpha Geoscience dated 6/13/13 for work scope preparation and coordination of bidding at a cost of $2,695.  Motion was seconded by Trustee Ayres and passed with Mayor Maxey and Trustees Fitch and Ayres voting yes, Trustee Krzyston voting no and Trustee Maney abstaining.

Motion was made by Trustee Ayres to approve the bid for tree trimming/removal to Spring Lake Tree service with a bid of $5385.  Motion was seconded by Trustee Krzyston and passed unanimously.

Motion was made by Trustee Ayres to authorize the Clerk to advertise an RFP for a drainage study and road ditch design for Bell Hill Road, with bids due back by July 26th.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Fitch to approve budget adjustments for the 2012-2013 fiscal year.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Fitch to authorize the Clerk to advertise for bids for the Ford Crown Victoria police car which was previously declared surplus, with a minimum bid of $500.  Bids are to be returnable on August 9th, and will be awarded on August 19th.  Motion was seconded by Trustee Ayres and passed unanimously.

Motion was made by Trustee Maney to approve the purchase of materials for repair to the fluoride system at the water plant, based on design and quote by JEM Enterprises, dependant on answers that the DPW Superintendent gets from DOH regarding some parts that the Village already has.  Parts come to an approximate price of $15,500.  Motion was seconded by Trustee Fitch and passed unanimously.

Motion was made by Trustee Krzyston to adjourn.  Motion was seconded by Trustee Maney and passed unanimously.
